One of the last pieces of open land on Judson Road soon will see construction of 59 single-family homes that will be for rent. A more than 100-lot development of duplexes is planned at Eastman Road and Cotton Street, and on the other side of town, on Greenleaf Street, construction has started on seven townhomes.

Town homes, greater density construction and infill developments are among the highlights of residential construction during the city性视界传媒檚 2022-23 budget year.

Arun Srinivasan has started work on a townhome development using Coral, a residential construction method using concrete blocks that he brought to Longview. He性视界传媒檚 used the same method in a couple of attached single-story townhomes he built in Central Longview and in Alpine Gardens, a development of single-family homes at Alpine and Tryon roads.
The development he性视界传媒檚 starting now consists of seven townhomes attached in two sets of two homes and one with three attached homes.
City officials have for some time noted the lack of available land for development in Longview. During a recent Longview Economic Development Corp. meeting, City Manager Rolin McPhee noted that the Villas at Judson, a development of 59 rental homes by Conaway Homes, will occupy one of the last large pieces of developable land along Judson Road.
At that same meeting, LEDCO board member and Realtor Julie Woods said Longview doesn性视界传媒檛 have large subdivisions under development, with 100 or more single-family homes, for example. Instead, typical home construction in Longview might consist of 性视界传媒20 here, six here.性视界传媒
With a scarcity of larger pieces of property in the city, builders such as Srinivasan turn to 性视界传媒渋nfill development性视界传媒 on smaller tracts of land that remained undeveloped in an area that is largely built out.
性视界传媒淭here is only so much you could potentially do with infill property that is available,性视界传媒 he said. 性视界传媒淢ost of these little pockets that aren性视界传媒檛 developed in Longview, they性视界传媒檙e very challenging. That性视界传媒檚 one of the reasons they性视界传媒檙e not developing.性视界传媒
He性视界传媒檚 hopeful for his newest development, noting the supply of new houses in Longview is 性视界传媒渧ery, very low.性视界传媒
The three-bedroom, two-bath townhomes will be priced at about $290,000. That性视界传媒檚 close to the median price range of homes selling in the city, which the Longview Area Association of Realtors reported to be $274,500 in October. Srinivasan said there are hardly any new homes in that price range in Longview.
性视界传媒淚性视界传媒檓 sure there性视界传媒檚 a demand for new houses if it性视界传媒檚 priced right,性视界传媒 he said.
Shirley, the city性视界传媒檚 development services manager, said that while construction activity has remained strong, there are shifts that have taken place 性视界传媒 sometimes home construction will be stronger, and then remodels might ramp up when new construction lulls, or the commercial side might pick up.
性视界传媒淭here性视界传媒檚 still just lots of activity,性视界传媒 he said. 性视界传媒淚t性视界传媒檚 kind of cyclical a little bit.性视界传媒
Multi-family projects also are helping drive construction activity in Longview. The 144-unit Residences at Toler are under construction off Gilmer Road, for example, and a 60-unit senior complex is under construction on Hawkins Parkway. It性视界传媒檚 being built with financing help through a federal tax credit program that makes it possible for developers to charge lower rents.
性视界传媒淲e性视界传媒檝e got a couple of those under construction,性视界传媒 Shirley said of tax credit projects, and another has started the review process with the city of Longview.
The Dunhill, a 28-unit luxury apartment complex for people 55 and older, opened earlier this year on H.G. Mosley Parkway. Details haven性视界传媒檛 yet been provided about a large complex that is expected to be built in The Crossing at Main and Main at U.S. 259 and Loop 281, and the Southerly opened on Hawkins Parkway this year.
Shirley said residential construction peaked post-COVID in the 2021-22 budget year, when 267 permits were issued for single-family homes.
At the LEDCO meeting, Wood had accurately predicted that 2022-23 would see less new home construction, pointing to interest rates that are running around 8%. Still, the level of activity Longview is maintaining is 性视界传媒渋mpressive,性视界传媒 she said.
McPhee said, 性视界传媒淭he fact that we性视界传媒檙e maintaining that level without having large plots of land developed 性视界传媒 I think that性视界传媒檚 fairly significant.性视界传媒
The budget year that ended in October saw the city issue 213 single-family permits. That compares with 135 issued in 2018-19.
性视界传媒淓ven if we性视界传媒檙e off peak, we性视界传媒檙e still strong,性视界传媒 compared with earlier years, Shirley said.
